My 97 has no such hairline cracks. As someone else mentioned they are usually caused by a combination of age and exposure to sunlight (UV rays).

One thing I thought of: ozone can also cause these cracks. Do you park your bike next to something with an electrical motor, such as a freezer or fridge in your garage? I've read that this can cause sidewall cracks as well.

If the cracks are just faint hairlines, I think the tires are safe to ride. Just my opinion.
